cin90 aws guard

Reapply the Redshift and Glue capacity caps

Caps Redshift Serverless base capacity and gives each workgroup a daily RPU-hour limit, and caps Glue job timeouts and worker counts.

Run it again after each lab that creates one of those: a cap cannot be applied to a resource that does not exist yet.

Inherited flags

      --all-regions          work on every region enabled for the account
      --region stringArray   region to work on; repeatable, and overrides the configured regions
